2 Ceylons and Marine tankmates - How to...

So, what would be the best tactic for introducing tankmates with my Ceylons puffers (or vice versa, introducing the puffers into a marine tank with fish already in it)? I'm asking because I've started the expensive process that is a marine tank, and I would like to keep some other fish with my Ceylons (which are not yet in the marine tank, as I'm still getting things prepared, and when I get live rock, I want to give it 2-4 weeks to settle in).

I'm looking at getting SOME of the following fish (not all of them, but I would like a few of them):
- Red One Spot Damsel & Possibly another Damsel (not sure which kind, yet)
- Goby of some sort (like a Watchman Goby, or one of the other less expensive ones)
- Pistol Shrimp (probably not going to happen if they can't survive my puffs, but I'd love to combo one with a Goby)
- Flame or Falco's Hawkfish
- Carpenter Flasher Wrasse (maybe)
- Filament Wrasse (maybe)
- Valentini Puffer or some kind of Toby

I'm not set in stone with the Valentini/Toby. I would like one of them, but it won't bother me if I don't have them. I *would* love a Hawkfish and the Black/White damsels (either striped or dotted), but I've heard the Damsels can be a serious pain.

SO, my questions are:
- What should I scratch off my "want" list?
- How should I start the tank? (ie. get a Hawkfish/Damsel/Goby/Wrasse/Valentini/or Toby, then add puffers, or the other way around)

I know I can't add all the fish at once, as it will cause a *huge* strain on the bioload and will likely kill most of them, but I want to make sure that I don't destroy a fish but adding them in the wrong order. Sorry if it seems like I ask the same questions over and over, but I don't want to toss money away on $20+ fish and then have them beaten to death.


PS: Puffer temperaments are as follows: Allakazam is pretty 'meh' and doesn't usually bother much, whereas Pickles can be a tormentor at times. They live with a Knight Goby, though, and there has never been aggression between them (they even sleep in the cave together).
