my 2 amazon puffers keep jumping out off the water,is this normal or is something wrong?

When the water is uncomfortable due to temp or poor water quality, a fish may seek better conditions elsewhere. Don't you have a cover on the tank?

oh sorry i did not mean jump out off the tank onto the floor,they jump up out of the water but land back into the water

If not covered, they will eventualy wind up on the floor. What about your parameters?
