Dwarf puffers - stocking ratio?

My other half has tonight decided he wants dwarf puffers (in addition to the congo!). I've read about them in PufferPedia, understand about broken lines of sight and so forth, but can someone tell me the stocking ratio for these guys? As with the congo, I'd want them to be comfortable rather than borderline.

Any other info gratefully received too! :D

3-5 gallons per fish, depending on temperament, and the more females to males, generally, the more peaceful they are.
No matter how magnificent your successes or devastating your failures, the worlds' approximately 5 billion impoverished people could not possibly care less.

Ok excellent. So with that range, 5gal per fish would be comfortable?

Any suggestion females-only fight without the presence of a male?

Female temperament is individual, while males may be more antagonistic to other males when females are around. I have a big mean female DP that fancies herself king of the tank. But she's no more or less aggressive with fish of either gender, like males may be.
