Ya that should be fine, again like i said i dont know Liters to gallons, but try to have about 3 watts per gallon with live plants.
However, if you only have plants that need only a little bit of light, 1-2 watts per gallon is fine, i have a 10 gallon, and only a 15 watt light.

35l = 7.7g. According to the dwarf puffer site, and some things I have read here, 3-5 gallons per dwarf puffer in a planted tank. I have 3 of them in a 10 gallon tank, and they get along pretty well...even considering i have 2 males and 1 female. It is quite heavily planted, and I think they enjoy exploring the foliage. They have been a bundle of fun so far. I just love watching them hunting the snails I drop in every so often......then the ghost shrimp come and ruin the fun and steal the snails. And watching them eat the live black worms reminds me of a very sloppy spaghetti eater...

In the 10G i have, its not that hard. Considerations for lighting need to be made on bigger tanks i think. I could not get it bright enough with just bulb changes in my 20g, so I did away with plants, but I do love the rocks i have in there. You just need to talk to the folks at your LFS for easy growing plants, if they are good, they will help you out quite a bit. I don't know much about the plants at all, other than they are growing, and I am reallllllllyyyy lucky. Oh, and you might want to think about a small layer of latterite under the substrate you use...help hold in nutrition for the plants. I wish i did that in mine, but they are still doing pretty well. Finer gravel substrate is used to help the roots dig in, and I use ghost shrimp to help me clean up the mess in there. I'll be taking more shots later today, so I'll post more in my album.

I was told that the plants can go in right away. I don't know if that is completely accurate, but the plants have been doing very well from day 1, barring one harder growing plant that I lost. The water seemed a little murky at first, but once the cycle had completed, it became crystal clear and a pleasure to look at. But all the plants did well through the cycle.
