Protein skimmer

When transferring from brackish to marine (GSP), at what point do you add protein skimmer? What else do you need to do to transfer it over (besides live rock and sand?) Also, at what point do you start using saltwater testing kits, etc..

Skimmers start working at SG 1.018, about the same time it's safe to add live rock. All my test kits are the same, they just have a separate chart for SW.
