They should be in brackish water...using marine salt..not aqua salt...they can be with fish larger..but you would need a big enough tank...

15g per puff
10g per additional puff
if u have 2 F8s, then you will need at least 25g
that's what i learn from the forum.
mine F8s always follow my gobies (about the same lenght, but my F8 is fatter XD) and nip their fins.

Figure 8 puffers live in freshwater in the wild, but they do much better in captivity if you add marine salt to make it light brackish.
I keep my F8 with 8 bumblebee gobies. They've been in the same tank for over 2 weeks, and Grün has shown no interest in the bbgs. I think that there are some other fish that you can keep with a F8 (like mollies), but you take a gamble on whether or not your individual F8 will tolerate the other fish. Make sure there are plenty of places to hide and lots of plants (fake or live) to break up the line of sight and to explore/hide in.

Anyone who tells you that they don't need brackish water just doesn't know what they are talking about. I keep my 2 at 1.005sg and have 3 bbg's and a dragon goby for tank mates. Mine seem to just ignore the others in the tank and get along with each other just fine, may also help that they are in a 40g tank
