His belly looks very sunken in, you should treat him for internal parasites.
How long have you had him?

If he doesn't it still won't hurt any, but unless you've been starving him, I'd say he definately has them. Almost all puffers are wild caught, so generally come in with internal parasites, do you know how long the store had him before you bought him?
There are several different ways to treat IPs, me, and several other people on TPF, have had success with the jungle parasite clear tablets, but you could also use PraziPro. If you can't find somewhere that carries it, you can order it from: http://www.drsfostersmith.com
You should really convert the tank to brackish, it's not hard to do, and there are plenty of plants that grow in brackish water, so you can still have the natural planted tank look. Plus it'll keep your puffer much healthier, keeping a brackish fish in freshwater will lower his immune system, and shorten his lifespan considerably.
Speaking of plants- the ones you have in your tank aren't actually aquatic plants (I'm guessing you got them from petsmart, they're pretty bad about this), they'll start rotting soon and make a mess of your tank.

I thought there was some dispute as to whether giant green puffers were actually freshwater and a few of the users on here had noted adverse reactions after increasing the salinity. Doesn't Hilly keep his in freshwater?

If so, i'm so pleased, he's been in there so long and they had him wrongly ID'd as a green spot puff.... and no matter how often i told them he wasn't they wouldn't change it....

i do hope this is the same puffer.. he deserved a nice big home..

That's true, but I'd still recommend adding salt, even if it's not a significant amount. While it's still up for debate it seems like it would be better to try and say it didn't work, then to not try and end up with an unhappy puffer. The fact remains that there simply aren't enough of them in the pet industry to make an accurate judgment of what s.g. they do best at as a whole. There's also the fact that there isn't a definitive way of identifying one, the ones people have are only assumed to be Sabahensis. If your seems active and healthy, then I guess there'd be no reason to change up the s.g., but it's something to at least keep in mind over the years.

I didn't realize you were in the UK (you guys get all the awesome fish, I've never seen a Sabahensis anywhere around here, I'd buy one up in a heartbeat).
I'm not sure of what they were called, but I recall someone on this forum pointing out those plants as not being aquatic. I'll see if I can locate the post, or maybe the same person who pointed it out before will show up.
