I have a good amount of black gravel. I was thinking of putting black sand on top of it if I start a brackish tank.
Opinions?

I wouldn't bother, the sand will get all mixed up with the gravel.

The sand will fall through the gravel. You can certainly mix it though. I have 75% black sand w/25% red gravel in my miurus tank.

Nope, just stir & skim over the top, like all sand substrate.

By the way, Sand is the prefered substrate for puffers in brackish right? (I'm pretty sure I read somewhere that it was.)

Crushed coral or aragonite sand. But if you're going to use sand, make it a shallow depth or you'll be stirring everything weekly, to prevent toxic anerobic bubbles from forming.
