try feeding him more foods with shells like snails to try and clean that plaque off. ya if he is still eating and seems fine i dont think you have anything to worry about, it might get better down the road.

i couldnt find anything on people keeping them as a pet but i would assume you would need a large tank saltwater of course. they are planktonic and related to the jellyfish. people keep jellyfish so i would assume it would work if you treated it like a jellyfish

If you add the dechlor directly to the tank before you fill it, add enough for the entire 5g. If you dechlor in a bucket of fresh water, you can add for what you are replacing.
