Owning either 30 or 40 gallon breeders for fish, unless you get one secondhand for next to nothing, has always seemed like a waste of space to me. A 65 gallon tank has the same footprint and has a lot more water. More waste dilution is always good for your fish, even if it doesn't add much territor...

Some people have has success with clownfish...but still 40 gallon is probably two small..sorry, I know you want more action in the tank! I wouldn't mind having Marron Clownfishes in there. I think it's kind of like dogs. It's not the size of the dog but the attitude the dog has ;) So many little dogs have huge attitude, often much more than large dogs. I figured that was the case... But I was just thinking in terms of size... But yeah is there anything that could go in the same tank ...

GSPs are narcissists...they will not tolerate tank mates, they barely tolerate their own species....maybe if the GSP is a juvenile...but even then..a favorite thing to do is eat fins. Mine is an adult (apparently...), and I thought they only nipped fins off of fish out of territorial or exploration...

I do not believe there will be any fish that can outswim your puffer. What is the footprint of that tank? He's better in a long tank, rather then tall. Just scoop him up into a container & place him in his new tank. It's a typical 24 gallon fish tank. Unforuntaly it's taller than it is long... ...

Hmm, could be GSP or giant spotted. If he's at full marine and showing no signs of stress, probalby GSP - giant spotteds react very poorly to high SG, prefering hard fresh water or very very low brackish, at least from Hilly's feedback, and the info we got from that couple that found they were doin...
