using safe start as apparently this live bacteria will help lower the levels. Stop using this stuff! it's only making the problem worse. (dead bacteria adding more bio-load) Do large water changes instead of small water changes. Find some SeaChem Prime, it will help to detoxify the ammonia/nitrite....

Have you considered a heavily planted tank in the place of a sump? I think RTR did this in the stickied MBU post. The big question is knowing how much you would need to really help out with that large of a nitrate problem.
