UPDATE - puffer's eyes are much clearer, he's eating frozen jumbo shrimp again.... my guess is eyesight is about 80% back to normal. Puffer ate a whole jumbo shrimp tonight! His eyes are getting much clearer.

I usually use krill as a supplement a few times a week. I tried it to see if he'd it eat and he did. Better than nothing.... I'm going to try a clam on a half shell later tonight.....

Well he just ate for the first time in 10 days. He ate krill from feeding tongs. I had to just about stick them in his mouth but he definitely ate. I'm siked to see him eat! I wasn't counting but I'd guess he ate 6 or 8 krill.

Thanks sevenyearnight - I'll continue with the water changes.
Has anyone else been through this with a porc?
Will the waxy film go away with good water and time?
Any suggestion on enticing the puffer to eat? Before this issue he would attack food instantly. Never a problem with eating.
