One of the two that I have seems to be really sick. :(

I'm not sure what is wrong with it. It seems to have some type of peeling on its scales and I can't tell if it's actual peeling or if it's a parasite growing on it. I work at an aquarium and they brought it to my attention that it may in fact be a parasite. Is there any way to tell which of the two it is? And, what can make my puffer better? He doesnt look too good and he just seems to lay at the bottom, motionless, not even eating or burying himself in the sand as he usually does. HELPPPPP PLEEEEAAASSSSEEE (anything would be appreciated)! THANKS :)

Puffers don't have scales.
