black-spotted porcupine puffer not eating

I've had this puffer for over 2 years now. He's in a 55-gallon tank by himself, no reef. Has not eaten for almost 2 months now and I'm getting seriously worried. The water has been checked and is fine. He acts like he wants to eat, darts at it, but compared to how he ate before, his mouth doesn't seem to open or be as forceful in doing so as before. His usual diet is freeze-dried krill, but we do occasionally give him ghost shrimp and other small fish. I've read other places that this might be lock-jaw, but I just can't seem to find any definitive answers, and our local saltwater fish store has no clue. Please someone help before it's too late...
