Hey there are a couple of twin spotted puffers at the LFS and I was wondering if the puffer was worth $13.00 and if I should get it

GSP
http://www.liveaquaria.com/product/prod ... id=956&N=0
has them for $14.99
But shipping something like $27-$30 so you wouldn't want to get one there. The reason I quote that price is that you are going to be hard pressed to find then cheaper than that. IMO that is a fair price. I paid $12.50 each for my figure 8 puffers and I probably would have paid much more because I was having a heck of a time finding any locally (and I live in New Jersey).
You say you were cycling you tank for a while already, what fish where you planning on putting in there initially?

A GPS isn't the same thing as a twin spotted puffer, if that's what it truly is.
They're a bit harder to find than GSPs.
