sap's in 19 gallon tank?

I've just acquired a 19 gallon tank and would love to get some sap's when tank has cycled as have fallen in love with the ones at my local Aquarius shop. How many could i put into a tank this size, i was thinking maybe 3? Also any ideas on tank layout would be good, so far have a mixture of fine gravel, pea gravel and smooth pebbles, plus couple of small terracotta plant pots but want to get some plants. Also, would it be a good idea to put some less complicated fish in there for a while to mature it before introducing puffers? (obviously they would move out before the puffers moved in!

We recommend 15g minimum for an SAP as they love lots of room to move around, they are very active.

Perhaps a figure 8 would do better in that size, as they do better solo and SAPs will do better in a large tank with several puffers, partially because they are true schooling fish and partially because they can ALL take advantage of the longer runs in a larger tank for exercise.
