Ammonia poisoning?

Help! One of my F8s has been laying on the bottom of the tank for a while now... not moving, flipping over, looking sickly. I originally thought it was from high nitrite levels, but I'm now realizing that those would not be the symptoms. I've spent all day trying to get the nitrites under control with water changes, but it doesn't seem to be helping. I did 30% and 40% water changes this morning, and then another 40% tonight. The nitrites are still reading about 0.2 ppm, and the Ammonia looks about 0.25 ppm. The Chlorine is 0, the pH is 8.2, temp is about 78-80 F. My tap water has a pH of maybe 7.2, so with all the water changes, that should have helped lower the Ammonia, right?
Any suggestions? Do I have the diagnosis correct? Should I move him to another tank? (I don't really have one, but I could try to make one up). The other fish in the tank seem fine... (an F8, the BB gobies).
