Yes (if the tank is cycled and has at least 5 gallons).

They do very well as singletons in a 5g tank.

I'd recommend doing so in fact, more than not they are less happy than they could be in community tanks.

I have a 15g tank how many would you recommend and which sexes?

I wouldn't recommend more than 3 in a 15g, very heavily planted/decorated tank. All the same sex or 1m/2f if possible, but they are usually too small at purchase to sex accurately.
