Is my F8 puffer sick?

Hey guys , heres a newbie question :P , my puffer has been acting really weird lately , he "sleeps" a lot , he eats but his belly goes flat in a matter of minutes (bout 4) , and he swims and sometimes he does this thing like he has hippos (i dunno that word on english lol , but its when u *HIP* lol )...

So i dunno if someone has any idea on what is wrong with him.. My other puffer seams just fine and now i have to be careful when i feed them cuz when i feed them bloodworm , both eat it , but with shrimp , my "healty" puffer is very good at bitting it from the surface and eating it , but my "maybe sick" puffer cant get the shrimp hehe until the other one sinks some , then he eats...

So i hope u have an answer for my question or solution , and any advice is welcome...

(Tank 20G , 2 cascade filters 30G and 20G , plants , and salt level at 1.005, Diet: bloodworms and dried shrimp, Size: bout an inch both f8 puffers)

I think you mean hiccoughs.
First off, can you give us the water readings for the tank, feeding and changing schedule?
I'm thinking internal parasites...but four minutes seems incredibly fast.
Whereabouts are you?

When I thought my figure eight was "hicoughing", I found out he was rally gasping for air, as he had gill flukes. Check to see if he is using both of his gills and whether he is breathing heavily. If this is the case, you need to start a treatment plan for flukes.

Today "CHICO" left us :'( .... He woke up stuck to the filter tube :'(

Im gonna get some readings later on my water to give em to you , maybe then i can know what happened to him and advice users with the same prob...

Sorry to hear that. If you could get us the readings, then we might be able to point a finger at a reason and you'll be more able to avoid the same mistake - if indeed you made any - in the future.
