moving my figure of 8 Puffer

HI
I currently have a figure 8 Puffer in brackish water in a 45l tank.
I also had a tropical 140l community tank - with rainbow fish and golden wonder panchax.
I have now emptied the tropical tank of all of the fish, cleaned it out, redecorated it and refilled it. It should be about 3 weeks now until it is ready to add some fish. I have planned to keep the tank freshwater until i can add some other brackish fish (commonly found in freshwater aquariums in fish stores in and around London). When I have added the fish in freshwater i was planning to slowly change the water to become brackish to match the tank that the puffer is in then move him across.
I have to say though that I am worried that if I add the wrong companions for the puffer it might end in misery!
I have been looking at bumblebee goby's for a likely tank mate and quite like the idea of a group.
Archerfish I think are too big and boisterous and not really the look I want in my tank.
I saw a mudskipper today and quite liked the look of it - What would the compatibility be with the puffer?
I also like the idea of a 4 eyed fish but again am worried for its safety.
Any advice would be appreciated.
