Shrimps to share with Ceylon Puffers

Now I know you are all thinking that they will get eaten but I have 2 Ceylons that will not touch anything but frozen shell-off cockels. I am in the process of setting up a Brackish tank for them and wanted to put in some shrimps to control algea/detritus etc. Any ideas? Cheap preferably, just in case the puffers change their eating habits!
I was also going to put in 2 Orange Chromides to keep the puffers company.
Am I right in thinking that I should not increase the SG by more than .002 a week to prevent the bacteria suffering?
