would this lighting rig be ok on my puffers tank or would it be a bit too bright as im planning to do a planted brackish tank thanks guys

I have no idea, no where in there do they tell you how many watts each bulb puts out, and I'm not familiar with HO T5 bulbs.

I'd recommend a luminaire from this site:

These are the T5 power compacts, you need to order the bulbs separately to the luminaire but it'll be cheaper than the one you're looking for on Ebay.
I have the 80cm one on my own 30" tank, and use a Daylight Blue 36W plus a Blue Moon 36W and the effect is lovely.
