porcupine puffer..are spots on fins always ich?

My puffy has had white-ish spots for 3 weeks now. Eating twice a day, no scratching, just these spots. I did go fallow, no fish for a month...could it be somethng else besides ich?

Have the spots multiplied, moved or changed shape in any way? Are they just on the fins, none on the body?
Got any pics of them?

How did you treat the puffer for ich? And what happenned during this period?

My porc has always had some spots on his fins... ever since I've had him. I'm not sure what they are, but they're definitely not ich or velvet.
Does your porc's spots move or increase/decrease in number? Has he/she always had them? Can you get a picture of the spots? It's possible that it may not be ich, but I'd like to be able to see a picture if possible.

It is not neccesarily ich
My S&S had ich and so I treated him with copper and daily formulin dips for 6 weeks along with all of my other fish and left the display empty for that time and he has always had them.
I just wrote it off as the sand from my substrate since he plays in it all the time.
