Fahaka scared of plants moving in the stream

Hello all,
Just new at this forum, and dutch so be gentle on my messy English.
I have a Fahaka in a 750 liter tank, about 200 gallons(US). I obtained this puffer from a lady, who had it for a year and was the second owner. The puffer has reached an age of 2,5 years now.
The lady told me the puffer was scared of larger plants like a crypto or echinodoris, moving in the water stream created by my pumps.
Strangely enough in my tank he likes to hang out under those plants. The lady figured this was because he/she was to scared to get to another place.
I also build him a kind of cave with large pieces of wood to hang out in but he is not really interested in that(even with gentle persuasion)
I myself like heavy planted aquariums, but that is in contradiction with the limited light the puffer likes.
Does anyone have any ideas about the amount and kind of plants with a Fahaka??
