heavily planted 10g, stocking?

OK, hi all. I am still around while i break in my new filter i got the thinking.
I have a bit of brown hair like algea growing which made me start doing some research into oto's and the like.
I will have a heavilyplanted 10g as soon as the plants start to fill in. I am running a 2213 eheim classic which is definetly over filtration on my little 10g.
Would 2 dwarf puffers and 2 otos be too much? I was thinking that once my nitrites zero out, i could introduce them and let them settle before introducing my dwarfs, and hopefully give the otos a social advantage so they wouldnt get bullied.
But then, people say that puffers should be house either by themselves or with 3(dwarves) because it helps distribute any possible bullying(unlike a pair where one will dominate and the other one is passive). Otos seem to like groups of 3 or more as well.
Any help? I do realize this has been discussed a bit, but i was hoping for some personalized assistance.
