Lowering to 1.009

When I begin lowering my salinity to treat my stars and stripes for saltwater ich should I go to my LFS and buy PH balancing blocks in case I have a ph crash?

You're lowering the salinity in a hospital tank, right?

Keep plenty of flow and the alkalinity will probably be fine. You cna buffer it if necessary with marine buffer.

Keep an eye on the alkalinity, keep it fairly constant - don't go chasing pH!!

It's always good to have buffer on hand. I dropped my salinity recently and did have a pH crash (dropped lower than 7.2 for my SW tank!). I was fortunate that I caught it in time, and I was fortunate to have some buffer on hand. Interestingly enough, my GSP didn't seem to notice the drop.
