Cloudy Water Surface?

Ok, so I have a BW tank with F8's,
SG @ 1.008
Ammonia @ 0 ppm
Nitrites @ 0 ppm
Nitrates @ 0 ppm
pH of 8.0, give or take 0.2 at any time.
Now, my surface water has like cloudy patches all over it? I have no previous experience with anything but FW, so I haven't the slighest if this is normal/ok or if I need to do something about it....
Here is an image and the last is a link to a movie since the pic makes it looks sit-still.

If you have a HOB filter the same thing happened to me. Just raise the water level a bit.

Those aren't bubbles, its like a filmy coat... And water level is like way close to topped off.

I have a Fluval 204 AND Penguin 330 running with a powerhead on the side?
(Both filters cuz of the Fluval gettin broken in)

I think you're right cuz when I had air-stones, this never happened... But I will NEVER got back to air pumps... SO LOUD!!!! I just re-directed my powerhead to aim as str8 up as it can, and pulled it as close to the top as possible... But I don't think this will fix it... But I'll watch incase it does.
Any other possibilities or advice?

Whisper air pumps are almost inaudible. I have air pumps on every one of my tanks except the 1g and I can't hear a single air pump.

Use a Fluval surface skimmer attachment that can be bought in most stores.

but the bubble are loud too... It all drives me insane. And I'm about to move into a TINY dorm room and just cannot tollerate the air... Should I maybe get a more powerful powerhead?

Get the surface extractor - they do work.
I do agree about bubbles and airpumps, NIMT.

I've seen the fluval surface skimmer, but I didn't take the plunge to try it out. Maybe I'll pick it up the next time I'm out.

Lay a paper towel across the top & lift it off. That will get it off. No big worries though.
