Potential Parasite on Figure 8 Puffer?

1) 7.5-8 Ph, 0 ppm Nitrates and Nitrites 0 Amonia, 1.006 Gravity
2) only my Figure 8 Puffer is in this tank. it’s a ten gallon I hope to upgrade when possible.
3) I’ve been feeding raw frozen shrimp once a day until his belly is round. I also feed snails. I plan on trying some earthworms and oysters to mix it up. I do a 25-30% water change about once a week. I’m currently using distilled water and Instant Ocean aquarium salt
4) I recently added a thin layer or aragonite sand, but this has been visible since I got him
5) I’ve only had the fish a few days, but the tank has been set up for about 3 months
I noticed a strange black blotch with white edges on my new Figure 8 puffer. He’s eating well and I haven’t noticed any change in the splotch. I was just curious, is it a parasite, and if so how should I go about treating it?
