Blue Pelagic puffer only eats live

My new to me juvenile blue pelagic is doing well. Stays on he surface, love the current in his face. He will only eat live brine, ghost shrimp, and live white/black worms.
Are there any tips or suggestions to getting him to eat frozen. I have tried fresh mussels, clams. tried frozen krill, chopped clams, prime, formula one, brine, squid , angel butterfly, and a few others. Also tried 4 or 5 different pellets and two types of roe. He turns his nose up at all of it.
