New GSP floating at top of tank

Hi y'all I have a new GSP for 3 days now. He's in a 2 month old cycled tank.
75 gallon, 2x2x4 ft
Salinity 1.008
PH 7.8
Nitrite 0
Nitrate 20
Ammonia 0
Yesterday he was fine, eating, exploring, today he doesn't eat, swims on occasion but immediately goes back up to surface and looks like he's taking a deep breath then holding his breath, then his body goes limp and he just floats there. He looks a little puffy but not like a full puff at all. He's been alternating between swimming and doing this puff float thing at the surface for 12 hours now. Is this normal?
