Unwell porcupine puffer help needed ASAP

House Was flooded, and I was forced to move my puffer fish to a smaller fish tank that I had placed in a different area out of the flood zone. I filled the tank which was empty with water from his old aquarium to make it habitable for him because the water in the top was contaminated With flood water. he was very happy at first swimming around and eating just fine the next day however he seems very unwell. He has lots of discoloration and is barely moving aside from breathing. I am assuming that it is because I did not oxygenate the water well enough with the filter it is one of the ones where you screw it on or screw it off to let in more air and I let in barely any just to let you know it is a 35 gallon tank because the 125 gallon tank is currently not able to be used due to the floor. I need help as quick as possible to help determine what is ailing him because he seems near to death.
