Trimming amazon puffer teeth

I have some trouble with trimming my puffer's teeth. I caught one put into the clove oil solution and after some time he dosed off. The problem I have is that the beek is barely visible. I tried cutting it but I was worried not to cut the fish simply because the teeth seemed almost transparent. It doesn't help the puffer with the longest teeth is of course the smallest of the bunch. Any tips to locate the beek and trim it without hurting the fish? Also I did the whole procedure underwater simply because the puffer started moving a lot when out of water. My current solution was 2 drops of clove oil for 700 ml of water. Should I add more?
