Red eye red tail puffer - can't trim lower beak

Hello, I have group of 10 red eye red tail puffers. 1 female has recently gotten very skinny and upon watching her eat it looks like she can't get any food in her mouth. She try's but can't suck anything in.

I was able to get some watchwork monocles so I can better see but it's still so hard. She's pretty weak and has no problem letting me pick her up, i was able to clip the top easy with cuticle cutters but it seems like the bottom is still there, like they are grow up so tall/into the roof of her mouth I can't get in there to get behind them.

Does anyone have a diagram of how red eye or pea puffer teeth grow in, I heard they are similar, or even a doodle on the napkin? do they grow in from the bottom and sit behind the front?

Any other ideas? Its so hard to see even with the watchwork monocles at 20x, just can't seem to get behind the bottom row.
