Craters in gsp head

So I've had two gsp for a few months (I got them off fb from someone who wasnt caring for them very well). They are currently in a 15 gallon tank whilst my 70 gallon full marine tank is cycling. However, the smaller of the two developed craters on their head and a couple of places on their body. He's eating and acting fine and theyve been there for months, they dont seem to have got better but dont seem to have got worse. The other puffer looks much bigger and healthier in terms of appearance. Feom what ive read online i should just remove all stresses and make sure good water wuality and leave the puffer to hopefully recover. But its been months and nothing has changed despite weekly 50% water changes. I ran a dose of general cure a couple of months ago. Should I run esha hexamita? Will that harm the healthy fish? Or will that stress out the hith puffer even more? Ive attached pictures of the issue in case i've diagnoses hith wrong. Tank info: 15 gallon, sg at 1.012, ammonia and nitrite are 0, nitrate at 20ppm (this is my tap water nitrate so I just do frequent water changes to make sire it doesnt get much higher), PH is 7.8. Fed a varied diet of bloodworms, snails, clams, mysis shrimp, frozen shrimp, soaked in vitamins.
