Puffer Sick / Dying?

Our freshwater puffer rather suddenly became slow and now is sitting on the bottom... he is usually very chipper quick swimmer and curious and hungry - the tank is 100 gallon and has one angel and some tetras all fine.... I did a partial water change but he is still on the bottom - please help me! He is so important to us! no spots
