my porcupine puffer is acting blind all of a sudden is it permanent

hi i have a 8 month porcupine puffer he is about 3 inches all i feed him are frozen shrimp and frozen brine shrimp, he was fine 2 days ago but now he runs into the glass and stays low to the sand. he is not coming up to greet me anymore and this is sad 
is there anything i can do to fix this or is it permanent? please help my spiky wonton!
