Concerned new puffer mom here with a question

I got my very first dwarf puffers 5 days ago and have them in a 9 litre quarantine/ holding tank while there proper tank is being completed (70 litres).
I have 3 and they are very tiny, no more than 1cm. The breeder said they were between 2 - 4 months old.
The first couple of days they would all hang out together and come out for food. But now I only ever see one of them. There are a lot of places for them to hide in the tank, so I’m wondering if this is normal behaviour for them to stay hidden most of the time.
Can someone please reassure me that this is normal so that I can stop worrying. It’s only been 5 days and shipping took 2 days, could they still be adjusting?
