Red congo puffer

Hi all! New to this forum. Sorry I'm not very versed in fish lingo. Here is my problem. My Red congo puffer we for almost 3 months. He is still very small. His water was tested they said it was perfect. GIN GIN is in a 15 gallon tank by himself. He typically eat blood worms and brine shrimp frozen. I'm not a fan of live feeding but they told us too get minnows we did he chased them and seemed happy. He didn't get either. Now he is sick. His head seems heavy and float to the bottom. We removed the minnows now they live with my tetras. I tried giving him earth worm. He's not eating and sitting at the bottom of the tank. I was told to remove carbon filter and use a parasite remedy did this yesterday. Doesn't seem any better. Not burying himself not eating. Please help my son is so sad. We
