Blue Spotted Puffer-skin infection, parasite??

Hi all, I need your help!
We’ve had this blue spotted puffer for 1 month. None of the other fish in the tank show any sign of illness. It’s a fish only tank. He’s still eating and rests on rock throughout the day. The spots started off dark, then faded to white on one side and this morning I noticed the white bump. Can you help me figure out what’s wrong with him and what I should do?

55 gallon
Feed-2x/day brine shrimp; every 2 days/clam
Water change: 5 gallons every 2 weeks w/ RODI & ocean salt
Add: seachem 8.4 and beneficial bacteria
Adopted cycled tank 2 months ago, running for 2 years
tank mates:
-2 clowns
-1 damsel
-turbo snails
-scarlet hermits

water parameters: (API)
Ph-8.0
Salinity-1.027 (usually 1.025)
Alkalinity-7
Ammonia-0.25
Nitrites-0
Nitrates-20
