Too much water flow?

Hey everyone. I have two GSP's and they both live happily in a 55 gallon tank. I had a tetra filter set up in it which consists of one pick up tube and two filters which is rated for the size of the tank. I have been having issues with the opposite side of the tank getting more dirty than the other side so i decided to get a second filter set up exactly like the one already in it and after it beeing installed i have noticed my puffers are not as active anymore. They just hang out at the bottom in one specific area of the tank. Is this because of possibly too much water flow and the puffers not used to it? Is this bad for them? Ive read and researched that gsp's do like moving wster. Will they gsp's eventually warm up to the water flow in the tank or should i just take out the second filtration unit and deal with a little more clean up or leave it and see if they get more used to it?
