pea puffer in 5 gallon tank

Hello!
I have a 5 gallon tank and want to put a pea puffer in there—nothing else because I read anything else will be attacked. I’m not new to fish tanks but I am to these guys so I have a few questions (even after lots of reading forums).
1. Substrate. This will be my first time with a planted tank. What substrate will be best for the puffer and the plants? Something low maintenance that won’t mess with the ph of the water.
2. Filter suggestions for the 5 gallon tank? Do I need to be worried about the little guy being overwhelmed by the flow?
3. Can I cycle the tank with the plants in it or should I wait for it to cycle before adding plants (hoping to get some filter media from a friend to speed up the fishless cycle)
