Sick Figure 8 Puffer

Hi Everyone,
About a month ago I bought a Figure 8 puffer, he was always shy but swam around a lot and looked very healthy.
Recently the last few days I have noticed he has laboured breathing and seems to be at the bottom of the tank a lot. He is still eating and has no issues there.
The thank is fully cycled and the only thing I did was try and add some Otto's to the tank but he killed them
. I am thinking maybe I brought a parasite home to the tank? What should I do at this point?
Lastly did a 40% water change two days ago.
