Blue spotted Toby puffer not eating

My blue spotted Toby puffer is about 4 years old. He is no longer eating and is laying at the bottom of the tank. I thought he over ate the snails we put in the tank about 3 weeks ago but he appears to be getting worse. No signs of external parasites, I had the water tested at a fish store and the said it was good, temperature is good and the salt is also good. I'm trying Ich Attack. What else can I do?
