Pea puffer w/ white fuzz and sunked belly

Last week exactly on Oct. 30th I bought three pea puffers from my local fish supplier. All was well, until today I noticed the smallest one seems to be lethargic, and not eating well, he also appears to have a sunked belly, and white fuzz on his body, which I suspect is cotton wool, but I can't be sure. Furthermore; I tested the tank water with the API freshwater test kit and everything is optimal:

Ammonia - 0
Nitrites - 0
Nitrates - 20
PH - 7.4
Tank temp - 65°F

I have since isolated the single puffer showing signs of illness. This was very sudden, as he was fine yesterday, and the other puffers seem to be perfectly fine. Does anybody have an explanation for this?

Were all 3 fat & eating when you bought them?
These are tropical fish & need temps of 78-80F.
What size is the tank?
Was this skinny guy eating at all? A pic would help tremendously.
