Figure 8 puffer light skin not moving much

Hi guys barely new to this forum I have a 2 f8 puffer in 20g tank both are juveniles they were good when I came in and I changewater/ add more fresh due to I was 1.012 my water is now 1.006 now I’m looking at my one puffer slightly moving only resting on the plant and swim a little and sometimes getting suck on by the filter when I’m trying to help him off the filter he start swimming out from the tube then he settle again on the plant, I really wana save him can any one help ?
