Sick little Chunk, Porcupine Puffer

I’ve had a porcupine puffer since the end of April. He is about 3 1/2 inches long. This is his second bout of what I thought was ich. We quarantined him when we first got him and he developed ich in qt tank. We did the transfer method with 3 ten gallons tanks for 2 weeks and stayed in qt for 4 more weeks and thought he was doing good until 3 days after being in the big 180 gallon dt. We thought he got ich again and took him out immediately and started transfer method again last week. This morning woke up to him being covered in white dots and labored breathing. We started copper safe by fritz, metroplex,bubbler and this afternoon did a fresh water bath. He didn’t eat this evening but his skin looks much better and breathing is much better as well. He is still hanging around one of the bubblers.I know fw dips won’t cure ich or velvet, so I need help to make sure I’m on the right path. Parameters are ok, no ammonia,ph 7.8, nitrates 10, salinity 1.0024.
