Pea Pufferfish ill/acting strangely.

Water conditions: NO3-: 25, NO2-:0, GH: 8, KH:15, PH:8 CL2:0
Tank: 5 gallon, planted, running for over a year, one pea puffer(1yr old) and some snails. Weekly 50% water changes
So I've made a lot of changes/mistakes of recent, starting about a week ago. My heavily planted tank was having an algae problem so I started dosing Flourish Excel and a general fertiliser daily, which an online forum recommended. Ive read the instruction carefully so as not to overdose but the tank is small. I also removed the air stone as the hard water marks were getting everywhere and i was sick of cleaning them. While i was messing around, I managed to turn the heater off (not sure how), so it's been off for a few days. Luckily, we've been having a heatwave and the puffer has been fine and eating.
However, I went to feed him this morning and he looked unconscious at the bottom of the tank. I waited to make sure he wasn't asleep, but then he moved and came to rest at the front of the tank. I had a panic and immediately gave the tank a 50% water change. I also checked the heater and realised it wasn't on, so that's back on now. He's now fully awake and moving around but still acting strange. He looks a bit drunk when he's swimming. He's biting random things, like logs or the substrate. He's very easily scaring himself. He's not interested in eating, he's too shy to come to the front of the tank (this is very unlike him). It's only been a few hours but he looks like he's on the mend. My question is: not sure whether to continue dosing? Should I put the airstone back? or do you think it was just the cold water that made him ill?
