New Sumatran Red Eye Puffer

I received a Red Eye Puffer on Saturday. I have an established (1+yr old) 10 gallon tank that is loaded with Ramshorn, MTS and pond snails. There are also 3 common otocinclus. Sand bottom, lots of filtration and live plants.
Temp - 78°
pH - 7.88
NH3/NH4+ - 0ppm
NO2(-) - 0ppm
NO3(-) - ~30ppm
PO4(3-)- 0.5ppm
O2 - ~10ppm
CA(2+) - 60ppm
GH - 3°
KH - 4°
Fe - 0.25ppm
He swam around like crazy against the back glass of the tank for a few hours. Then disappeared. Sunday he was swimming all around, no aggression towards the Otos. He would look like he was hunting some snails, stalk them and swim around them... but never went after one. Today I found him laying on the bottom. He doesn’t really move at all. But definitely doesn’t look dead.
Just wanted some advice from the experts. Everything look ok?
