Figure 8 Puffers not responding to treatment

Desperate for ideas. I had three figure eight puffer purchased from a fish store about three weeks ago. They exist with two Siamese algae eaters. 20 gallon long planted tank with only HC to carpet. I treated with API general cure at first purchase to deworm. Everything was fine and eating well. Fully freshwater with plans to transition to brackish. Unfortunately they developed Whitt fluffy patches that progressed to cover large portions of skin and eyes. I treated with Maracyin and ICH X but I lost two puffers doing that with lower doses of medication in a hospital tank. I am now thinking it’s fungal and tried API fungus cure with Victoria green B and Acriflavine but the last guy doesn’t look well and I am worried. He was swimming strangely and appear to shake so I removed him from this medication. I ordered Marcyn oxy but it hasn’t arrived. Any advice appreciated. Pictures all said too large to load but appears as tiny white tubes coming off his body and fins. PH 7.0 ammonia 0 nitrates and nitrites also 0

How exactly was this tank cycled? You are overburdening the biological filtration by the extra fish. 20 gallon minimum for 1 F8 is recommended. What test kits are you using? You should be showing nitrate. What SG is the tank now?
