Weird Dwarf Puffer Behavior possibly dying? Help

Our dwarf puffer started acting weird today( will attach pictures) I need help! It’s belly is big and white and shiny.
1. Ph is at 7.1 nitrate and ammonia at 0
2. 10 gallon aquaponics tank with two dwarfs
3. They get a mix of brine shrimp and blood worms daily and one live shrimp every two weeks(it takes them forever to eat it). Water changes at 50% every week and a half (they get grumpy if water is changed too much) stress coat with each change
4. We added some new plants two weeks or so ago
5. They’re been in a new tank for about three weeks and have been fine until now. We let it filter for two weeks and all levels were consistent before we pu them in.
